Interview with Chitila Mayor, Emilian Oprea
Mayor Emilian Oprea was interviewed by the "Chitila azi" journal and he answered a few very interesting questions regarding some of the achievements and development projects happening in the area. Rep.: Mr. Mayor, because we hadn't decide on a certain topic, I suggest you choose one.
E.O.: There are many topics and many things to discuss.
Rep.: Maybe a good topic would be your achievements since the last elections…
E.O.: I believe the improvements in Chitila are visible enough and anyone can notice that. The whole landscape of the city has been changed. Yet, I don't say we did all that had to be done, because we've couldn't do that. Chitila is developing a city and there will be a lot to do in the next while. Still, there are many streets that need to be asphalted…
Rep.: When we talk about financiering, maybe most people perceive something for the long run, including approvals, feasibility studies, projects, isn't it
E.O.: It is all about the compulsory time needed, the technological time to name it like that. Chitila Town Hall works - and really well - with a consulting company - achieving fairly good results… For example, this company designed a project to build a new park in Chitila, on a 3.5 ha surface, valuing 1.3 million euro; the project now waits for the financiering from the Ministry of Medium. Among the projects that have already received PHARE financiering would be the water supplies for the District and the Hill, project financed by 1 million euro. Also, the same company came with the idea of a public transportation network project, a feasibility study to asphalt several streets (Păcii, Vrancei, Băncii, Panselelor, 8 Martie, Ion Olteanu, Garofiţei, Nicolae Bălcescu). One of the main reasons to be proud of this collaboration is that all the projects were well designed and proved to be eligible to the European standards. Beside the obvious financiering benefits, another advantage is the fact that we can do more for the city, in less time.
Rep.: Do you get financiering? And is it enough?
E.O.: It is a long story about financiering. Firstly, the entire project speaks about people, their needs, and what they really want to get. Secondly, I have always insisted, even at the Local Council, that there are certain objectives that need to be accomplished. Also, the money is there. And I must say, our financial partners are eager to give us this money as long as there are good reasons and means to spend them.
Rep.: Mr. Mayor, for who do you do all these?
E.O.: For who?… For Chitila, that is a city and needs to also look like one. Also, I do it for the people. Why should we hide underneath the words? The people considered me better than the other candidates because I offered them trust and accomplished all that I've promised. No matter the reasons for or against voting me, I will do whatever a mayor needs to do. All in all, what you see is what you get.
Rep.: Now, what can you tell us instead of conclusion? What do you wish for?
E.O.: As a mayor, I wish all our important projects- related to life improvement- to be finalized. I am referring to the infrastructure, tree-planting, and building up parks. Also, I wish to accomplish bigger projects, such as: building the first high-school in Chitila or building a polyclinic in Chitila, because, from my point of view, education and health are the most important aspects within a community. Also, at the beginning of November, the city of Chitila will have its own ambulance station (the town hall already purchased a Renault and we will also receive a Peugeot from the Govern. Therefore, Chitila will have two ambulances for its inhabitants.
